कैबिनेट में आए प्रस्ताव के मुताबिक कर्मचारी सेवा नियमावली में पूर्व में पांच साल की सेवा पूरी कर चुके कर्मचारियों को नियमित करने की व्यवस्था थी। 2024 में हाईकोर्ट का फैसला आया, जिसमें कहा गया कि वर्ष 2018 तक दस साल की सेवा कर चुके संविदा, तदर्थ, दैनिक वेतन, कार्यप्रभारित, नियत वेतन और अंशकालिक कर्मचारियों को नियमित किया जाए। कैबिनेट में प्रस्ताव को मंजूरी दी गई कि हाईकोर्ट के फैसले का पालन किया जाएगा।
वहीं, भविष्य की कट ऑफ डेट तय करने के लिए मंत्रिमंडल की उप समिति गठित की जाए। उपनल कर्मचारियों को नियमित करने, न्यूनतम वेतन एवं महंगाई भत्ते के संबंध में भी मंत्रिमंडल की उप समिति गठित होगी। उप समिति संबंधित हितधारकों से वार्ता कर सरकार को रिपोर्ट देगी। पूर्व सैनिकों, उनके आश्रितों एवं अन्य को उपनल के माध्यम से विदेशों में भी नौकरी मिलेगी। इसके लिए उपनल के मेमोरेंडम ऑफ एसोसिएशन एवं आर्टिकल ऑफ एसोसिएशन में आवश्यक संशोधन किए जाने के प्रस्ताव को मंजूरी दी गई।
